Reusable preflight for tester matrices. It supports read-only verify and test-environment-only prepare, and writes per-check YAML/CSV evidence for artifacts, tester nodes, devices, network, services, mobile album/photo/pinyin capabilities, and fixture/cleanup contracts. Capability checks run on the actual Android/iOS tester node; authorization environment variables are not accepted as a substitute.
