feat: split git user identity by repo directory

Leave global name/email empty with useConfigOnly so unmatched repos cannot commit. Personal identity applies under ~/.dotfile, ~/code, and ~/.pouch; work identity stays in local ~/.gitconfig.work for ~/workrepo.
